California is in the fifth year of a record-breaking drought that has called for extreme measures. Governor Jerry Brown declared a state of emergency in January 2015 and imposed strict conservation measures statewide. Last April, Brown issued an executive order that required cities and towns to cut water use by 25 percent for the remainder of the year. That order was extended in January for another eight months, despite January having seen above-average precipitation.

Today Attorney General Kamala D. Harris announced that California will join the U.S. Department of Justice, Department of Housing and Urban Development, and 48 other states in entering into a consent judgment with mortgage lender and servicer HSBC over its faulty mortgage servicing practices. This ruling will address mortgage origination, servicing, and foreclosure abuses perpetuated by HSBC.

A fourth man was charged today in connection with the robbery and killing of a Downey homeowner, the Los Angeles County District Attorney’s Office announced. Michael Anthony Harrod (dob 5/6/91) of Anaheim has been charged with three felony counts in case VA141129: murder, home invasion robbery and first-degree burglary, person present.

The California Water Commission today began the formal rulemaking process with the Office of Administrative Law for the first draft regulations for the Water Storage Investment Program. Today also begins a 45- day comment period on the draft regulations, with written public comments accepted through March 14, 2016.
