Torrance, CA – October 2, 2012 – (RealEstateRama) — The USC Price School of Public Policy has tapped Raphael Bostic as the new director of the Judith and John Bedrosian Center on Governance and the Public Enterprise (http://www.usc.edu/schools/price/bedrosian), a research center that promotes effective governance at all levels.
A professor in the USC Sol Price School of Public Policy since 2001, Bostic returns to campus after serving three years as Assistant Secretary for Policy Development and Research at the U.S. Department of Housing and Urban Development. In that Senate-confirmed position, Bostic led an interdisciplinary team of 150 professionals and advised the secretary on agency policies and programs, as well as budget and legislative proposals.
As Bedrosian director, Bostic will lead the center’s research into policy effectiveness and how government structures can be more responsive.
“In Washington, and state and local government overall, you often have good policies that fail because they aren’t implemented correctly,” Bostic said. “By gaining a better understanding of how government structure impacts the services that are being provided, we can promote structural changes that help good policy function more effectively.”
Prior to joining HUD, Bostic was the director of USC’s Master of Real Estate Development degree program. He was also the founding director of the Casden Real Estate Economics Forecast. As part of the USC Lusk Center for Real Estate, his research in housing, finance, demographics and the role of institutions in shaping policy effectiveness was widely published in the leading economic, public policy, and planning journals. As Bedrosian’s director, he will focus on government effectiveness as a standalone issue.
“There is plenty of demand for things like new federal mortgage policy, improved state environmental regulations and stronger ethics rules for local officials. We are looking at how government structures are impacting the success and failure of these public policies,” Bostic said.
The center was founded in 2005 following a $10 million gift from Judith and John Bedrosian. The gift funded the center and the Bedrosian Chair in Governance, the academic position now held by Bostic in the Price School of Public Policy.
