CITY CLERK APPROVES INITIATIVE ORDINANCE PETITION FOR CIRCULATION
LOS ANGELES – March 22, 2016 – (RealEstateRama) — Los Angeles City Clerk Holly Wolcott announced that a petition for an Initiative Ordinance submitted on February 17, 2016, relative to Affordable Housing and Labor Standards for General Plan Amendments and Zoning Changes was approved by the Office of the City Clerk on March 14, 2016 for circulation and collection of signatures of registered voters in the City of Los Angeles. The official title and summary of the proposal as prepared by the City Attorney is included below:
The proposed ordinance would provide that: 1) development projects with 10 or more residential units are not eligible for general plan amendments or certain zoning changes unless the project (a) includes a component of affordable housing or the developer pays in-lieu fees into the City’s Affordable Housing Trust Fund (AHTF), and (b) complies with labor standards regarding using licensed contractors, paying prevailing wages and hiring workers from local and disadvantaged areas and State-approved apprenticeship programs; 2) nothing in the Municipal Code’s provision regarding general plan amendments shall restrict amendments for above-described projects located in regional centers, downtown centers, industrial zones or near major transit stops; 3) the City assess the impacts of community plan changes on affordable housing and local jobs and create and monitor affordable housing inventories within community plan areas; 4) AHTF projects comply with the above-described labor standards; and 5) the City create an affordable housing incentive program for developments located near major transit stops.
In accordance with Charter Section 451(b), all names signed to the petition must have been secured not more than 120 days prior to the date of filing the completed petition. The petition must be signed by 61,487* registered voters of the City of Los Angeles. In addition, if the petition is not filed within two years after it has been approved for circulation, the proponents must entirely re-submit the petition for approval. Proponents of this initiative aim to qualify placement of the proposed initiative on the November 8, 2016 ballot.
