Construction Completes on Newman Garrison + Partners-Designed ParkLanding in Buena Park

Located at 8850 La Palma Ave., Buena Park, Calif., the multifamily community is an affordable housing development that incorporates contemporary urban design into 70 one-, two- and three-bedroom apartments ranging from 650 square feet to 1150 square feet. The building also includes a 2,859-square-foot community center featuring a computer-learning lab, multipurpose space, a youth activity center, an exercise room and laundry facilities.
An integral part of NG+P’s New Block™ concept, the project features 24,343-square-feet of open space over the parking structure, making ParkLanding the first residential property in Orange County with a green roof. The sustainable rooftop amenity will provide outdoor recreational space not typically available for projects of this size in urban areas.
“New Block™ allowed us to develop a design for ParkLanding that was not only economically feasible for the developer to build despite the small parcel size, but also captured the important sustainability, open spaces and livability aspects of multifamily urban village housing,” said Kevin Newman, CEO of NG+P. “The result is quality cost-effective housing that is good for the community and the environment.”
Lower development costs are a key component of New Block™. The concept does not require large volumes of increasingly expensive concrete, as the design utilizes surface parking in lieu of vertical parking structures. Developments can be built more cost effectively by utilizing Type V construction, which reduces overall costs up to 35 percent.
Due to the compact nature of the concept, New Block™ also allows for the implementation of a variety of sustainable design elements, such as use of photovoltaics, better performing insulation, and more efficient HVAC, electrical and plumbing systems. In addition, the ability to be located on constrained urban sites close to public transit addresses pending greenhouse gas legislation in California.
Designed to achieve a LEED Gold rating, the transit-oriented development located on two major bus lines, is equipped with ENERGY STAR appliances, tankless water heaters, low-flow restrictors and other green features to reduce utility costs for residents.

The project team included the City of Buena Park Community Redevelopment Agency, owner; Jamboree Housing Corporation, developer; Newman Garrison + Partners, architect; The Collaborative West, landscape architect; VanDorpe Chou & Associates, structural engineer; TAD Consulting, plumbing and mechanical engineer; LDB Incorporated, electrical engineer; Joseph C. Truxaw and Associates, civil engineer; Marrow Management, utility management consultant; and Stoney-Miller Consultants, associate engineer/geotechnical services.
In addition to Newman, the NG+P design team was directed by Kevin Caress, associate, project manager.
NG+P is currently designing several other multifamily developments in Southern California that will feature the New Block™ design concept.
