Capps Announces Federal Housing Grants to Support Employment and Affordable Housing in San Luis Obispo County

The Housing Authority of the City of San Luis Obispo received $50,709 for the Housing Choice Voucher Family Self-Sufficiency (FSS) program. Through the program HUD encourages communities to develop local strategies to help eligible family members obtain employment that will lead to economic independence and self-sufficiency. Public housing agencies work with social services agencies, schools, businesses and other local partners to develop a comprehensive program that gives participating FSS family members the skills and experience to enable them to earn a living wage.

San Luis Obispo County received $1,667,872 through HUD’s Community Development Block Grant Program (CDBG), which is designed to develop viable urban communities by providing decent housing and a suitable living environment, and by expanding economic opportunities, principally for low and moderate income persons.

San Luis Obispo County also received $120,683 from HUD’s Emergency Shelter Grants program, which provides funding to local and private entities to improve the quality and number of emergency homeless shelters.
In addition, Santa Luis Obispo County received $722,832 through HUD’s HOME program, which helps to expand the supply of decent affordable housing to low income families by providing grants to local governments to support housing programs that meet local needs and priorities.

Others have no access to affordable housing or shelter. These important grants are a start to helping people get on to the road to stable employment or affordable housing and move their lives towards self-sufficiency and economic independence.”

The 2013 CDBG, HOME and ESG funds from the U.S. Department of Housing and Urban Development will provide crucial portions of funding needed for affordable housing, homeless services and public facilities projects in San Luis Obispo County,” said Dana Lilley, the Supervising Planner of Housing and Economic Development for the County of San Luis Obispo. “The 2013 CDBG funds will enable continued operation of sheltering and other services to homeless persons, new affordable housing projects in Morro Bay and San Luis Obispo, and drainage improvements along Highway 1 in Oceano, among other projects. Without the HOME funds for affordable housing projects, local affordable housing developers may not be able to gain access to the major housing funding sources such as the Low Income Housing Tax Credit Program. The drainage project in Oceano will resolve a long-standing problem of flooding of Highway 1 and adjoining commercial properties, and will enhance the economic viability of this beach town.”
