CBIA Elects New Officers for 2012

During its meeting in Sacramento on October 12, the CBIA Board of Directors elected new officers to guide the Association for 2012. Selected were:

Ray Panek, Chairman

December 2, 2011 – (RealEstateRama) — Ray Panek is the senior vice president for forward planning for KB Home Northern California. In his current position, Panek manages the design, entitlement, permitting and development of all KB Home projects in the greater San Francisco Bay Area.

Prior to joining KB Home, Panek was the principal planner for the City of Concord, manager for the Concord Redevelopment Agency and a planner for the City of Elizabeth, N.J.

He is also a Past Chairman of the Building Industry Association of the Bay Area.

Panek holds a bachelor’s degree in landscape architecture with honors from Rutgers University, and a master’s in business administration from the University of San Francisco.

He is happily married to his wife of 28 years, Monica.

Amy Glad, Vice Chair

Amy Glad is senior vice president for governmental affairs at Pardee Homes, a multi-regional developer based in Los Angeles.

With nearly 30 years of public agency entitlement and real estate development experience, Glad oversees federal and state permitting for Pardee’s master-planned communities in California and Nevada. She also works with the company’s community development teams on environmental permit compliance and on planning and financing major transportation improvements related to larger land development efforts.

Glad joined Pardee Homes in 2001 with a background in public policy and land development issues throughout California. Her public sector employment culminated in serving as assistant to the Secretary of Environmental Affairs during the Deukmejian Administration. She practiced land use and environmental law with the firm of Baker & McKenzie and was employed in positions with local BIAs, including her role as executive vice president of the Building Industry Association of Southern California.

A member of the California Bar, Glad holds a juris doctor with distinction from McGeorge School of Law. She also holds a master’s in city and regional planning from the University of California, Berkeley, and a bachelor’s degree from Stanford University.

Chris Austin, CFO/Secretary

Chris Austin is the Managing Principal of the Sacramento, California office of DPFG. He has been working with the firm since 1998, and has been involved in providing consulting services on over 200 projects and the financing of over $800 million in public improvements for developer and builder clients in California, Nevada and the state of Washington.

Austin’s experience includes general real estate consulting matters with specialized experience in planning and implementing public financing districts, negotiating and documenting school district financing transactions, fiscal impact analysis and development feasibility analysis for both residential and non-residential properties. Additionally, he has recently been involved in negotiating and tracking impact fee reimbursements for a recent portfolio acquisition from a national home building company. Austin has also worked on behalf of the development community throughout California in analyzing and negotiating development impact fees.

At the California Building Industry Association (CBIA), he has served as a committee member on the Impact Fee Task Force. He is a member of the North State Building Industry Association, the Building Industry Association of Central California, the BIA of the Bay Area and the Urban Land Institute.

Austin holds a bachelor’s degree in finance from Arizona State University.

Mike Winn, President and CEO, is also an officer of CBIA.
